In Note 4 of the General Budget Bill for the year 2025, the provisions related to state-owned companies are presented in seven clauses, six of which are repetitions of the provisions from previous budget bills. The only new provision in this note is clause “Ch,” concerning the change in the status of the Targeted Subsidies Organization from a state-owned company to a government institution, which is not approved. The proposal to delete clause “P” of Note 4, given the unnecessary requirement for companies to register with the General Directorate of Companies and Non-Commercial Institutions according to Article 587 of the Commercial Code, is a notable point in the provisions of Note 4 of the 2025 budget bill. Additionally, supplementary proposals to Note 4 have been presented in three clauses with the aim of securing resources and facilitating investment by development organizations.
